Seven year old Juniper called emergency services on a cold October day to report that her baby brother was fading. The dispatcher noticed the strain in the voice of the young girl who explained that she was the primary caregiver for the infant. Officer Owen Kincaid arrived at the house on Alder Lane and observed the worn condition of the family home. He attempted to convince the child to open the door but she refused to let go of her brother. Owen eventually forced his way inside to find the children alone in a dim living room. He discovered that the little girl had been using an old phone to teach herself how to care for an infant without any adult assistance. The officer found the four month old baby named Rowan looking very thin and pale in the arms of his sister. Juniper explained that she watched the baby while her mother Tessa slept because she was always tired from working long shifts. Owen found Tessa in a deep sleep in the back bedroom and realized she was suffering from extreme exhaustion. The paramedics arrived to transport the fragile baby to the hospital where doctors began a series of urgent evaluations. Juniper clung to the hand of the officer as they navigated the bright hallways and waiting rooms of the medical center. The mother confessed that she worked double shifts at a packaging plant just to afford their rent and basic needs.
