Republicans argue that such incentives may have motivated Biden’s staff to downplay concerns about his health leading up to the election, framing it as part of the broader “autopen scandal” investigation into Biden’s capacity to perform his duties.

Donilon, considered one of Biden’s closest confidants, played a central role in shaping his political image and campaign strategy. Internal communications obtained by investigators show that Donilon remained heavily involved in the administration’s messaging even as Biden’s public appearances decreased in 2023 and 2024. Whistleblowers allege that senior staffers limited Biden’s public exposure and used autopen devices to sign official documents to mask his declining health. Comer called Donilon’s testimony a “smoking gun,” claiming it proves that key aides had financial motives to conceal the president’s condition.
